Welcome to Hangahanga | Property. This page brings together the latest updates, key downloads and practical guidance about Trust property projects for kōhanga. We are starting with the essentials now and we will add more helpful resources over time.
Last updated: 19 December 2025
The Board has confirmed the minimum whānau contribution settings for Trust initiated property projects. Contributions are worked out as a percentage of the total project cost, plus GST.
On this page you will find a simple table showing the percentages for different project types and indicative dollar ranges.
Please note, if whānau request changes that are outside licensing requirements or standard designs, those costs sit with whānau and are in addition to the minimum contribution.
We will add more questions and answers here over time to help make this section easier to navigate.
The 2026 Property Programme has been approved by the Board. This programme includes 39 projects, with an estimated total value of approximately $26 million, delivered over the next couple of years.
You can download the approved programme list from the links above.
We will continue updating this page with supporting information to help whānau understand the process and next steps.
If your kōhanga is included in the 2026 programme, your District Manager, Kaitohu ā Rohe, will be in touch to organise an initial project hui with the Property team.
At the hui we will talk through the scope, timing, budget and what information is needed to progress the project.
We will add practical checklists here over time, including what to have ready before the first hui and what to expect at key milestones.
If your kōhanga is not included in the 2026 programme, there is still an opportunity to be considered for 2027.
The Property team will start developing the 2027 programme from 1 June 2026, with a view to a recommended programme going to the Board at the December 2026 Board hui.
We encourage whānau to start early in the new year by working with your District Manager to develop your case.
Key information includes enrolments and forecast growth, property condition and plans where available, and lease or consent information where relevant.
We will add a simple timeline and checklist here in the new year to make preparation easier.
Property funding decisions must follow the Trust Property Policy.
In general, the Trust can invest in Trust owned property, and leased property where the lease is with the Trust and specifically requires the Trust to maintain and complete property improvements.
Some property situations are not eligible for Trust property funding. We will expand this section over time with examples and guidance.
If you are unsure about eligibility, please contact your District Manager for support.
All current property documents and example templates are listed under Quick downloads at the top of this page.
We will add more resources here over time, including guides, checklists, and answers to common questions.
If there is a document you need that is not listed yet, please let your District Manager know.
We are building out a set of practical resources to support whānau and kōhanga, including guidance for kōhanga preparing for future programmes and kōhanga progressing approved projects.
Topics we plan to add include licensing timelines, project readiness checklists and step by step guides.
If there is a resource you would find useful, please share that feedback through your District Manager.
Your first point of contact is your District Manager, Kaitohu ā Rohe.
For general property questions, Property Policy or programme documents, you can contact [email protected].
We will keep these contact details up to date as this page grows.
